That seems to address most of the concerns raised – you have a population (people who applied for vouchers) that is then divided into an experimental group and a control group, and those who received vouchers in that population did much better than those who did not.
Rather than try to rationalize away the results, it seems the next step would be to expand the program – give vouchers to all students in a failing school, and see what difference it makes in those students performance. If successful, then give vouchers to everyone who wants them.
Also, if we see that these kids can get a good education through the voucher program, go back and slap every teacher, administrator, and union official who failed them in the past, and demand a refund of all moneys paid.
